Robert Mueller: By the Book Guy

Robert S. Mueller III, the Special Counsel, dodged questions as he gave his farewell statement on May 29, 2019. He believes his report can speak for itself. He is known as the "by the book" guy who avoids politics. But in the US now we are at an intersection of justice and politics. Congress has not yet moved toward impeachment, even as Mueller mentioned other constitutional remedies. Why does Mueller not want to voluntarily testify before Congress? One would think that he would want to see justice done. Why would he sit by and let Trump get away with lies and obstruction? Has Mueller compromised his principles in not being more aggressive toward Trump and Trump Jr.? Is Mueller ashamed that he did not push further for fear that Trump would fire him and throw the country into bigger chaos?
