Robert S. Mueller III, the Special Counsel, dodged questions as he gave his farewell statement on May 29, 2019. He believes his report can speak for itself. He is known as the "by the book" guy who avoids politics. But in the US now we are at an intersection of justice and politics. Congress has not yet moved toward impeachment, even as Mueller mentioned other constitutional remedies. Why does Mueller not want to voluntarily testify before Congress?
